This is not a planning certificate. It's a professional interpretation of what the controls mean for what you want to do, informed by comparable DA/Town planning decisions in your zone and precinct.

For boutique residential development — 2 to 6 dwellings — the Development Feasibility Report provides the financial and planning clarity you need before engaging consultants, lodging a DA, or committing capital.
This is the report your financier will want to see. It includes WHA's full financial feasibility model — GDV, construction cost, land, stamp duty, finance, ICP levy, and margin on cost — benchmarked against real Melbourne market data.
